GENERAL TERMS & CONDITIONS OF TENDER
                 
Tenders are invited from Insurance companies for providing the Insurance Service at the Land Escaping Complex, 250, R.A.de Mel Mawatha, Colombo 12.
1.   INSTRUCTIONS TO BIDDERS

1.1    Tender Forms could be obtained from the Engineering Office, Land Escaping Management Corporation from 09.00 a.m. to 4.00 p.m. up to 18th July 2012 on any working day at First Floor, (New Wing),  Land Escaping Complex, Colombo 12, on payment of a non refundable tender fee of Rs.5,000/= plus TAXES.

1.2       The Complex could be inspected for the purpose of tendering during the office hours from 9.00 a.m. to 4.00 p.m. by prior appointment with the Administration manager.            (Tel: 2576822 , 2576867, 2576605 , 2576922& 2575460).

1.3       A Bidder should forward as part of his bid, a Bid Security for 90 days in a sum of Rs.10,000/=  in the format given in Annex  "A".

1.4       SEALED TENDERS should be sent under REGISTERED COVER to reach the Accountant, Land Escaping Management Corporation, 1st Floor Land Escaping complex. 250 R.A.de Mel Mawatha or handed over for which a receipt will be given, ON OR BEFORE 04.00 P.M. ON  18TH JULY 2012. Those who wish to, may insert their tender documents in the tender box at the above office.

1.5       Tenders received after the closing date/time will not be considered.

1.6       No tender may be withdrawn after the deadline for submission of tenders.

1.7       Tenders will be opened immediately after closing of tenders 10.15 a.m. at the office of the Accountant 1st Floor, (New Wing), Land Escaping Complex, Colombo 12.  Tenderers or their authorized representatives who choose to attend are allowed, and may be present at the opening of tenders.

1.8              The tenderers' names, bid prices and presence or absence of requisite Bid Security     such other details will be announced at the opening.  No tender may be rejected at the opening save late tenders.

1.9    Prospective tenderers should have at least 7 years experience in the field of Insurance in private establishments,
1.10     The Chairman, Land Escaping Complex Management Corporation reserves to himself the sole right to determine, accept or reject any tender or to accept any portion of a tender at any time prior to  award of tender without incurring any liability to the tenderer.

1.11     The tender will be awarded to the successful bidder whose bid has been determined to be substantially responsive and has been determined to be the lowest bid, provided further that the bidder  is determined by the Corporation to be qualified to perform the contract satisfactorily.

1.12    Prior to the expiry of the Bid Validity given in Annex  "A", the Accountant, Land Escaping Complex Management Corporation will notify the successful tenderer in writing  by Registered letter that his tender has been accepted.

1.13      The notification of award will constitute the formation of the contract.

1.14    Failure of the successful tenderer to comply with this requirement shall constitute sufficient ground for annulment of the award and forfeiture of the Bid Security.

1.15    Further details in respect of the tender procedure may be obtained from the, Accountant, Land Escaping  Management  Corporation, and in respect of the prosecution of the contract from the Accountant, on telephone Nos.2572222/2525555/2882205 & 2592460 and Fax No.542322.
